I'm looking for a garden chipper, i.e. a mulcher to chop up small branches, garden plants, etc.

I think Consumer Reports tested chippers in the last year or two-- see if your library has the annual book they put out. I do trust them.

If not a huge amount, a strong lawn mower set on low can mow a LOT more of that material than we think, I'm told. I had forgotten that and need to do that very thing for my compost materials piling up from the Fall. If we make shallow piles and keep mowing in a circle towards the middle, or the reverse if you have no catcher/bag, it works well for mulching and composting. Watch toes and big sticks. Consumer Reports does good reviews of products, I've never been disappointed buying something they recommended.
I have a chipper-shredder from Sears that has worked well, but the design has changed significantly since I bought it about 15 years ago.
