I really have no idea what this is. My sister got it for me for my birthday 6 years back and I don't have a use for it. It looked like it could use a good home and I could use the money! I was just wondering what it would be worth

This is called "lusterware" and is a relish or candy dish. Very pretty! I would suggest a starting price tag of $15, using ebay and etsy as a guide.
It appears your dish may just be dirty but does it have any chips or flaws? This type of dish is pretty common on all of the selling sites and although some may be listed with higher asking prices, most of even the asking prices are below $40 which usually means the sold prices will be lower with exceptions of course.
I did find several pieces with the same or very similar mark so it does seem your piece is luster ware and not very valuable.
There are so many similar pieces listed for sale online that I would think these may be very slow selling items.

I have sold these before and they rarely sell for more than $10 (plus shipping). They must be packaged extremely carefully as they are very fragile. It will need to be wrapped in tissue, bubble wrap, then cardboard OR if you aren't using cardboard, put it in one box with the tissue and bubble wrap, then packing peanuts so it does not touch the ends of the box, THEN put that box in a second box with packing peanuts to protect the inner box.
The usual headline for these is Vintage Porcelain Lusterware Celery Relish Trinket Dish Pink Roses Germany (and then the length in inches and or CM).
Be sure to take all 12 photos if you sell it on eBay and if there is even a hint of crazing or cracks or chips to photograph that carefully and make note of it in 3 places.
I actually stopped selling pieces like this a few years ago because of the intensity of packing and the low prices.
Now the few I have left in my resale piles go to the consignment stop where I get half of what she sells them for--which is usually2-3 dollars net for me.
