I'd pull it taut and then use carpet tape strips on the underside to hold it straight.
If this is an area rug that sits on top of your other rug you can take the rug outside and wet down the dug and start to stretch the rug back into shape. Use heavy items on the edges of the rug when you putll it into shape. This is a big job and will require 2 people to do this. You are basically streatching the rug again and putting it on a makeshift loom to hold it in place until it dries again.
