I love working for our church and like to share my crafts with women in our church and community. I am currently starting a women's community outreach fellowship. My question is, how do I get materials donated from companies that are not in season or that they are just not wanting. It gets pretty expensive out of pocket.

Put want ads on Freecycle and Craigslist.

Reach out to these companies and tell them your idea and how what help they can give would be appreciated to your women's group.
Craigslist and Freecycle are a good place to start online. You can also visit some local craft shops in your area and explain what you are doing. Some of them hold craft classes and they may have some extra craft supplies that were not used that they can donate to you.

Write a letter, explaining your interest/desires and about overview of your church and what you would like to do. You would like donations if possible and reach out to big companies and see what involvement they'd like :)
You could ask family, friends, neighbors. Post on craigslist, facebook, next-door, etc.

Where I am most company's have so many requests for chartities that they are no longer willing to help with free supplies, which is very sad.
Some will work with you on discounted prices.
Are you planning to turn your fellowship into a 503B (if you are in the US this is the business designation for a non profit and it can allow you to have a lot of benefits that a regular business doesn't get. Your local small business development administration organization (SBA) can help you set this up and get you hooked up with everything you need to succeed.
If you are not wanting to go that formal, you could always set up a Go Fund Me account and post it on your various social media platforms and ask for money to buy supplies and if you have a central location to take actual supplies, tell them where they can drop off what you need.
Set a reasonable goal, offer people progress reports, send thank yous with photos of the projects.
People can be very generous when they know a friend is in need.

I would suggest you write up a good scenario detailing your project, who is involved, who you will be reaching out to, location, picture if possible, dates, and especially what material/items you are looking for. Be very specific about what you need (especially if it is material and you only want cotton!).
Use this (reduce in size if necessary) when posting on sites like Craigslist, Freecycle, Nextdoor.com, Facebook groups, USA4Sale as all of these have a place to list wanted ads.
When writing this type of material it is always best to make drafts, ask friends to review and give you feedback as once you make this up you can use it (in printed form) almost every where you go.
Make trips to craft stores like Michael's & Jo Ann's and ask them to post it with their notices so all the crafting people can see it.
Check their bulletin boards and contact any group that may be working with the type of material you are needing.
Pay a visit (with printed material in hand to give someone) to your local clubs like Garden Club, Women's Club, Quilting Shops and any other you can find when you Google clubs/groups with your zip code.
Companies will usually only acknowledge a request with a simple 'form' letter as they just receive too many requests to sort out an individual request.
