The city of Los Angeles broke my main electric line. I have no power in some parts of the house. How can I get some help to fix it? I still do not have full power after a week and I have to install the connection on the roof.

If they broke it, they should be responsible to repair it. What department of the city broke it?? Start by calling them, If you get no result with that department, you may have to take it to the mayors office.
