Because crows are insanely smart, one scare tactic or repellent could only work for so long. Here is a list of things you could try. I'm currently using the eco friendly repellent:

Make sure you remove all sources of food. This includes bird feeders, pet food, and even compost. Make sure garbage is covered securely.

That should more like a vulture or hawk, which are both protected. Usually crows don't do that. If it is a crow, they can be deterred by noices (radio) and movement such as windsocks, wind chimes...and of course scarecrows, but a scare crow has to be moved daily so they don't catch on that its not a real person.
