To specifically answer your question as to whether treating your grass and shrubs with sulfur powder will rid your lawn of mosquitoes, FIRST let me state sulfur powder can be more of a problem, an irritant to the skin, for some who come in contact with it. Sulfur is irritating to the skin, eyes and throat when you apply it in powder form. In solution form, there is less to worry about, though you should also use gloves when mixing it. Always apply it when there are no winds that could carry it in the wrong direction. In hot areas, sulfur solutions may dry on plants and turn to dust, at which point you should be careful you dont inhale it.
There have been many positive results using garlic as a source of sulfur which retards mosquitoes. You will find results when comparing those who consume garlic in their diets with those who do not.
Another solution found prominent is to consume a diluted amount of sulfur powder to achieve the same effect as one who consumes garlic as a diet or seasoning stable, garlic being the safer alternative. In a pint of honey, mix 2 tsp of sulfur powder with 1 tsp of Cream of Tartar. Make sure to mix the 2 powders together first before adding to honey mixture.
