There are small black bugs all over the outside of my house. They are around 5mm and jump when disturbed. What are they and how do I get rid of them?

You have to find where they are coming from. Look for hills or trenches. Spend time outside and watch their movements. Once you find the nest, spray with insecticide
Jar some up and take them to a hardware store. The sound like springtails, but don't quite look like them...although they may look different in different places.
They like warm, moist conditions and are probably trying to find a warm place if you are having cooler nights.
If that is what the experts say, keep the area you are finding them dry, and free of plant debris, like dead leaves and flowers. Once their favorite things are gone. They should go away on their own.
