I have had these little black things that look like bugs. I have had bites and I can feel them on my feet and ankles. I know they're not bed bugs because I have had them before. I have been to every specialist there is. I know they are real, but they want to blame everything on stress. My feet look horrible, but no one believes me because I am the only one getting bitten.

I believe you have some kind of a bird mite. This happened to my niece in Boston. She had to have an exterminator.
It isn't the time of the year for no-see-ums because they normally come out in the hot weather. It sounds more like you have mites in your home. There are a few people who are allergic to these types of bugs and can be bitten from them where others won't be bitten at all.
One thing you can try to stop them from biting you is fresh mint oil. You can make your own version of homemade mint oil or you can try to find it at the store. The mint oil when applied to your skin will stop the bug from biting you. I use this here, on the islands for people who come to visit. They are always being bitten by mosquitoes and this stops the mosquitoes from biting them.
I would get your home sprayed for the mites and see if this will get rid of them.
It could be fleas, spray for fleas.
Do you have pets or live near sand?
I would get an exterminator in to see what they find.
We had fleas once and they would only bite my sister's feet.
