I keep finding these tiny tiny bugs on my window sill, but sometimes I see them crawling over my phone or in my bed. I don't know what they could be? I think they turn into that longer darker black thing? I keep finding them and squishing them, but more and more keep coming. What do I do? Please help!

The little ones look like gnats. Im not sure about the big one. Take the bugs in a sealed bag to a place that sells pesticides. They can help you.
The picture is hard to tell what you have. From your description, I can tell you when we had a similar issue, I found a bag of potatoes I forget about and they drew tons of fruit flies. When I tossed the rotted bag, the bugs went with them and never came back.
If you know you don't have any fruit or veggies that accidentally went bad, I agree with Judy to bottle some up and take them to the garden center or hardware store. Once you get them identified, the experts on this site can share thrifty removal/prevention hints.
