My cat used to pee on one specific couch and it would have the whole house stinking. We realized that it was because we weren't cleaning his litter box frequently. So, we cleaned his litter box, took the couch outside to clean it, and left it outside for a few days. Recently, we have brought the couch back inside and he's started urinating on it again, even though we have been up to date on cleaning his litter box.

His scent must still be on the couch. Use an enzyme based product such as Natures Miracle. You can get it in pet stores or on Amazon.

I agree with using an enzyme based cleaner. Also if you put a plastic cover on the couch, like a shower curtain or something that is plastic, he won't smell the scent.
Also, get a little toy water gun. Fill it with water and then spray him if you catch him in the act of urinating on the couch. When he gets down, tell him what a good boy he is.
I have actually used cedar shavings as a litter, in a storage tub.
Sometimes the litter doesn't agree with your cat and he will refuse to use the litter box. Changing litter might help.

It is really hard to get urine smell out of upholstery. You need to get the enzyme cleaner as far into the stuffing as the urine reached for it to work. Then it takes a few days to dry. I also recommend a plastic shower curtain to keep the cat off.
