I'm turning seventeen on Halloween and my friends and I are going to dress up and walk around our town, but I don't know what activities we could do. Our town is pretty small, but I know there's gotta be something we can do.

Not sure what town you live in, but you can do a Google Search and type Halloween in "Town" you live or Halloween Events in "your town" and see if there are any fun upcoming events you can attend.
Usually there are carnivals?
My friends and I used to play a game while we walked around town called "Strike a Pose." When someone spotted a car or person that was about to pass by, they would yell, "Strike a Pose," and we would all freeze into a position and hold it until they passed. We got a lot of confused looks. We always had a lot of fun. This works best on roads that are less busy, otherwise, you are just frozen forever. ;) I think this will be especially fun while you are all dressed up for Halloween.
