Can I carefully hand wash a dress made of 60% linen, 30% viscose, and 16% elastane?

Read the label. If it says, Dry Clean only then the answer is no. If it says anything else you can hand wash it.
Tag says 'dry clean only'? This means if you want your garment to look like new then you should have it dry cleaned. If this is an expensive dress then I would say to dry clean it.
Since there are 3 different fabrics it is difficult to say how each will react to hand washing.
If you think you can iron this dress after laundering then it may be possible but I believe you'll have to decide how you will feel if it does not turn out well.
Linen can be hand washed - gently with no twisting or wringing but may lose some of its 'crispness' even when ironed.
Viscose is rayon and most rayon does not do well in water but then that may just be me.
if you decide to hand wash, use warm or cold water, be very gentle, use mild detergent (Woolite?) and roll in a soft towel to remove excess water after thorough rinsing. Gently pull into shape and iron with correct temperature iron.
