This is Tim. I'm a 24 year old who has been obsessed with him ever since I got him at a Salvation Army 4 and a half years ago in upstate New York. He has absolutely no tags. No tears from where a tag was cut off.
He has a few beans in his tummy and bottoms of his feet. His nose is cloth. He has floppy ears that are sewed down on the ends with white thread. His tail is long. He has no black on him just brown and white. He has a collar, in the second photo you can see it, and it has a small notch on it where I suspect his tag used to be.
I've been searching for him online for months and cannot find him. He is not a TY beanie baby. So if anybody can help me find out where he is from, I would be forever grateful.

There being no trace of a tag brings up the possibility that this is unique and handmade. Sure is adorable! I can see why you're obsessed. :-)
If you're not able to find a plush pup like yours, you could have another one made here:

Its going to be very hard to identify this with no tag. In the case of beanie babies, the Ty is embroidered on it as well.
This is truly very hard to find out. Without tags, store(at the time of purchase, new) . Very often these pieces are made and produced outside of the US , making it a more generic piece to find, because they are mass produced.
I think the nose was faux leather fabric (made by coating a fabric), but the coating has worn off over time.
Your stuffed dog looks like a Bassett Hound dog. Search toys with this name. For example Russ Hush Puppies Bassett Hound Plush www.ebay.co.uk/
