You could try a gofundme if neither of those places help. Also try Habitat for Humanity
Try the Red Cross and freecycle for help.
There are a few Government agencies that do low interest loans that he could apply for in this case. Other than this you can try FEMA, I am not really sure they can help him or not.
I am sad to hear about your friend and send prayers for all who were impacted by this terrible event.
I hope he can get help. I am including a series of links for starting to ask, but I know from my state, he may not be able to get federal or state help since he did not have insurance. My understanding is most programs pick up where insurance leaves off...but no insurance means no help.
