I am very sad to hear of your troubles. That is not a good place to be.
If the township or municipality is going to fine you for not removing the structure I suggest trying to talk to them and asking for assistance. Every community is different so please, see what they have to say.
There may be grants or loans or other community funding available for this.
If you do not qualify for the programs they can offer or there are no programs were you are, I suggest starting a Go-Fund-Me campaign and asking for your friends and family to pitch in to help.

Notify a local tv station and have them do a human interest story on you. You will get donations and help. You can also start a gofundme page.
You may be able to find organizations that will help in situations like this but they have very strict qualifications and you will have to fill lot many forms and then wait - there is no way to predict how much time they will take before telling you whether you qualify or if there is help available (budget wise).
You do not say if you are a senior or disabled or even if you are working.
1.) what do you plan to do with the property after it is cleared?
2.) do you own the property? no mortgage?
3.) are you disabled?
4.) are you a senior?
5.) are you in low income bracket?
6.) are you presently in any government assistance programs? food stamps?
If answer is yes then you may not have as many forms to complete as they can acquire your information from these agencies.
7.) are you alone/single or are there children involved?
8.) what is your monthly income?
These are the type of questions you will have to answer.
The first thing to do is pay a visit to the agency that has notified you about the fine for not compiling to their order. You should be prepared to tell them why you have not complied and ask them for assistance.
