She can always start with HUD on this one. I would also suggest that she goes to social services for some help with food stamps or medical bills.
There is always other low income agencies online that can help out too. Normally, these offer low interest grants for people in these situations.
I also have her look on Freecycle - there is always a lot of people giving away many things for free.
When the grandmother took the children in because the parent's are on drugs, was there a social worker involved in this. If so, she should talk with them and ask them what type of assistance they can offer her to help her feed and cloth the children on her limited income.
