Home Repair Assistance for Low Income Homeowners?

How can low income folks get home repairs in Montgomery County Maryland?
I've fallen upon hard times. What organizations and agencies can help me with home repairs? I can't even afford to maintain my chairlift. In addition, paying for the utilities has become a burden. I'm only living on Social Security. If I got any employment, I'd lose whatever benefits that I have. Also, transportation is a problem, because I can't drive. Even if I learned, I wouldn't be able to afford the car insurance. I really want to be able to attend events that I enjoy, but I don't see how. Hiring drivers is so expensive. No, I don't want to move away.
