My sister is a hard working mother of 6. Her husband is mentally disabled and does not work. Together, as a family, they volunteer to give back to their community that helped them out in their time of need. Since she is the only working member of her family, they are unable to afford repairs to their home. Literally, their home is falling down around them. From new windows to plumbing issues, holes in the floors, etc. Are there organizations that would volunteer their time to help make necessary repairs so that their home is safe for habitat?

What organizations does the family volunteer through? Like if it is a food pantry or a church/religious group, I would think someone in the group would be able to point them to something local that can help.
Go Fund Me may be the way to go....if they can leverage their volunteer work and offer a barter for help with projects...meaning set up a Go Fund Me and say something like for every $100 donation, the family will say rake the donors yard or shovel snow for a month), that may be a good way to get the cash to pay for the repairs.
They can always negotiate prices on the repairs also. Many vendors offer discounts or coupons...like my heating guy will give me 15% off if I book online vs calling him. My plumber has given discounts because we refer him to everyone we talk to and he has gotten a lot of jobs from our friends.
This will need to be a multi-layer approach!
You don't say where they are located. If I knew the city, I may have more specific suggestions.

You say her husband is disabled but so not say he is on any kind of disability.
The reason I mention this is because if he is it might make getting help easier.
The ages of the children will also make a difference.
Habitat for humanity is the ideal one to contact (if she owns (or buying) the property that needs repairs.

I also like Go Fund Me but there have been so many scams lately that people are getting shy about helping.
This may be a good idea if the fund is set up through a bank and there is someone that will oversee the spending.
