Usually it is recommended that you seek assistance from your local church - maybe you and your children attend? There are services available for low income families in some cities but usually very limited. Septic tank work can be very expensive.
You did not say if you own or rent. Total income is usually considered when trying to qualify for assistance and that includes any food stamps or other help that you may receive.
There may be a builders association that helps a few families each year. You need to start searching out any of this type of organizations and see if they might be able to steer you in the right direction as some of these places have a "list" for help like this.
