My 90 year old father recently had a fall into the bathtub. He was not hurt, thank God, but I feel that he has an urgent need to make the bathroom safer. I am able bodied, can pay for materials for the refit, but have no knowledge or skills in plumbing or tile work. Are there any organizations that have skilled labor volunteers that can guide or teach low income families how to do repairs themselves?

Did he fall into the bathtub because repairs were needed in the bathroom or because he has a hard time getting in and out of the tub? If he needs a walk in shower because of his age and mobility problems, there should be an organization in your area that can take care of something like that. I know there is a nation wide organization that pays for things like that for seniors and people with disabilities. It has different names in different states and even in different cities in each state.
Ask at the Department of Social Services, even the County might know of the organization. Look in the phone book for anything that might sound like they do this kind of work. Also if they do repairs for a person, and the person would end up having to go into a nursing home or something and a certain number of years hasn't passed, a portion of the repair cost will have to be paid back. Also google for information on replacing a tub with a walk in shower, yourself. I know of people that have done things like that themselves.
