My Hoover Spinscrub steamVac cleaner just started leaking water from the bottom. Even when my lever was not off (not squirting water) the water was still leaking from the device. When I was drying the carpet with the vacuum, it was still squirting water (which made drying it useless).
Can you please let me know what I can do to fix this?

There are several links and videos on Google but sometimes it is difficult to follow.
I generally try asking for help at a Sears Service Center Repairs (Google with your zip code) as they service almost all kinds/brands of appliances.
If your SpinScrub is still under warranty you should call their number for help.
You can always contact Hoover to see if they have suggestions for you to try.
Normally this is a gasket problem and the gasket needs to be changed. Also check the valve on the machine. When you are pushing the tank into the machine the valve should open up otherwise the water will leak from the bottom of the tank. Also check the hose under the machine. Many times this hose can spring a leak and this will cause the water leaking out the bottom of your tank. The hose should be replaced if it is the hose.
