House Training a Year Old Dog?

My French Bulldog is 1yr and 2 months old and isn't potty trained. She would pee especially on her bed (I find it in the morning), on the other dog's bed, on the floor, couch - everywhere. I am sick of cleaning urine. She is taken out 3 times/day and she has water always.

She was tested for a UTI twice (once it turned out positive, but her 1st period came the 2nd day, so the vet said it was because if that). After 2 weeks I repeated the urine test and there was no infection. I don't know what I did wrong with her, she is kind of dominant and she would pee in front of me directly. I will repeat the tests to see if it's something wrong with her like diabetes or UTI, but I just can't take it anymore.
