Well first off I bought a dog "online". He was about 5 months old at the time. He was in shock when we got him home and we thought he was deaf. After a week or so he started warming up to everyone in the house. everyone, but me. He'll come by me only if I'm laying down, but when I get up he'd rather run through the gates of hell than face me. Anyway to make a long story short he's about a year old now and he has yet to warm up to me. He's skittish and jumpy.

If you can get him onto a lead try walking him - just you & him. Over time he may learn to bond with you - often dogs bond with the owners this way & also it's important that you be the one to feed him his meals.
Try getting him to go to the toilet before you go out by giving him a walk around the block. The exercise will also sooth his nerves & tire him out. Maybe a weekend course with a dog trainer may help.Good luck as he's looks like a nice dog.
It is hard to guess if your dog was abused or is just a fearful dog. Either way, Cesar Milan has a lot of information on fearful dogs that might be helpful to you. I think a lot of it would be available on his website and he will no doubt have books available.
It appears you have an all-white dog with light-colored eyes. My guess would be it is actually deaf. Of course there may be other reasons it is so fearful. You have to face a deaf dog head on to call him or reach your hand out. Don't touch him from behind. It startles the dog because he didn't know you were there.
It's easy for deaf dogs to become fearful because they're always being touched and grabbed seemingly out of nowhere. Obviously you can never let a deaf dog off leash or outside of a fenced in yard. They can't hear traffic coming, and other dogs may seem to "sneak up" on them, startling them into a fight.
