It's evident that you're very upset about this problem so it might be best to read the answers but give the problem a lot of thought before doing 'anything' to the dress.
What style of dress is this? Party?
Material? (Material looks thin in the picture.)
How valuable is the dress? Expensive or maybe personal?
Irreplaceable?
This question needs to be answered before deciding how to proceed as it will probably be a high cost for a professional to make the necessary repairs.
I see your first step would be to locate several professional seamstresses in your area (Google with your zip code) and make appointments to have each one see the dress and provide estimates of the cost of complete repair.
Always be sure when getting an estimate to ask for a top percentage they are authorized to go over the quote on the estimate. This is usually 10% before they have to call you to make any changes. Also, how long the estimate is guaranteed.
I would suggest getting at least three estimates and be sure to ask to see some of their work (finished or in progress).
Occasionally, a high-end dry cleaners will have a professional seamstress.
If you do not feel the dress is worth this type of repair then I can only suggest you replace all of the material where this damage is done.

This can only be fixed by adding/changing fabric or adding lace on top. It seems to me that finding the right color for lace will be easier than fabric.
Maybe you can make a fold and hide this problem area?
Add a photo of the whole dress, as it is not entirely clear what model your dress has and where exactly the problem is.
If the dress is expensive, then it is better to take it to the tailor, otherwise you may ruin the dress even more.
