Help! Someone left meat in my daughter's trunk and went unnoticed for 2 weeks! She had a very heavy fabric Renaissance costume cape in the trunk that has completely soaked up the rotten smell! She needs to wear this! I've tried regular Tide. Then washed with vinegar instead of detergent. It still reeks! Now soaking in vinegar water, but running out of hope.

You might try using baking soda, coffee grounds, or activated charcoal. There's an odor eliminator @ Lowe's: www.lowes.com/

Since you have already tried the most recommended DIY ways to remove the odor you may have to consider taking the costume to a high-end dry cleaner.
Some people use a strong clothes steamer but since this may be detrimental to the fabric, this may not be a good idea.
Outdoor fresh air and sunshine will probably help but may take several days, but, be careful as your costume fabric may not take well to all of that sunshine.
I know that baking soda always works well to remove odors.
Try a paste of baking soda and white distilled vinegar. Apply it on the fabric and let it sit for 24 hours.
