Tell me if this makes any sense. I have been receiving Medicaid for myself and my children for years. My job doesn't offer insurance and even if it did I probably couldn't afford it. I got into a new relationship and had a child. We decided to get married this year when the baby was almost 1.
Prior to getting married jobs and family services made us have two separate cases for me, my two older kids, and my husband, and the youngest child. Recently we fell on some very tough times. I was unable to work for an extended period due to serious health issues. I applied for food stamp assistance as well as Medicaid for my husband because his job doesn't offer health care. My oldest child moved out so there are only four of us in our household. They approved us for $150 in SNAP benefits, but said my husband isn't eligible for Medicaid. How is he eligible for food stamp assistance, but not Medicaid? They are basing our assistance amount on his income which is our only income. When I asked they said it's because of the way I filed my taxes last year. But we weren't even married last year. I'm so confused. Any insight could help.

Medicaid is based on household income. If you lived in the same household, even if you were not married, the incomes could have been combined.
Health insurance is very complicated and each state is different.
What I strongly suggest is that tomorrow you Google your state senator's office, find the person, and call and ask if he or she can help you sort it all out.
I say this because there may be a variety of ways to approach your situation and they have all the resources at their fingertips to get you squared away.
For example:
Perhaps with your new situation you can qualify for the tax credits under the Affordable Care Act, but you have to hurry as the deadline is coming up on the 15th of Dec:
If your children are under 19, they may qualify for SCHIP:
If your husband is going to be disabled for an extended period of time, perhaps you should start the process for Social Security Disability claim. The senator can tell you about that process and what it takes to qualify.
Maybe tomorrow you could find your state senator's office and go there so you can get this all squared away!! I would hate to see you be without health insurance.

As Pghgirl stated, all states have different rules/laws as far as Medicaid goes so you will have to talk to someone who works with this type of service within your state.
Your state appears to be on the expanded Medicaid program.
As stated, qualifying for Medicaid can be different for each state.
Since you have not received a satisfying answer from the Social Security office, you will have to go through one of the other channels mentioned.

you should look at other options for him for the coming year. There are even in my relatively small rural area many health benefits and clinics that offer low income programs even for people who don't qualify. Contact local clinics and ask if they have any sort of low income programs. Our local one is called the MAP Program.
before next year make sure that your taxes reflect the reality that you do need this service
