I read on here about going through free cycle. That doesn't work so well here in Indiana. One place we were able to find a free laptop is through the college classifieds online. It wasn't perfect and it was in Chinese, but it had a good system. I enjoyed learning enough Chinese to learn what control panel was.
Another place you could try is the for sale/free or the computer/electronics sections on craigslist. Definitely be careful, but sometimes you can find someone who just wants to get rid of an old computer.
Overseas, they had a program for students where they could get a solar powered laptop. There was a promotion where the company was raising funds to donate them. Also, as far as special needs, Easter Seals has a program for kids who, after evaluation, can get what they need.
One last note, research writing a grant proposal. I know this sounds bad, but if you can afford a smart phone, you can afford a computer.

I worked in an Easter Seal Office for about 10 years and never heard of them giving out computers. They are known to do things like durable medical equipment(wheel chairs, walkers, commodes, canes, things like that.) Also they don't just help special needs kids, they also help adults.
Most of the time the equipment is loaned for a certain period of time until the individual can get their own. Most of the people getting help are adults, because most of the equipment that Easter Seals has, has been donated by people that no longer need it and most of that is adult sized.
People can also buy computers fairly cheap at pawn shops. The way I look at is put off college until you can get the necessary equipment. A lot kids work full time and go to college full time too.
Just because someone can afford a smart phone doesn't mean they can afford a computer as well. Maybe they can only afford to choose one of the two items.
then their priorities are not right and the "student" wont be very successful anyways.
