This looks like yellow sapphire.
23.19 mark refers to number of Karats (proportion of gold in an alloy, out of 24 parts).
This is almost pure gold. There are 24 karats in pure gold and you have 23.19.
Looks like a beautiful ring.
The best place to find out immediately is to take it to a high-end pawn shop (or 2 or 3 shops would be better) and let them tell you about the marking, the gold, and especially the stone (and the karat weight of the stone).
I would recommend having it professionally appraised.
Examine the gem carefully.
Yellow sapphire usually tends to have several flaws, such as fine crystals, feathers and needle-like inclusions.
Most of the citrines found in the market contain no visible inclusions.
Citrine has a slightly lower refractive index - it is a tad less brilliant than the yellow sapphire.
As far as I understand, there are only mark 23.19 on the ring.
Do not exist 23.19 Karat gold, but there are gems 23.19 Carat. So, 23.19 refers not to gold, but to the stone. This is 23.19 Carat yellow sapphire or citrine. I don't think it's possible to tell there is sapphire or citrine using this photo.
