Perhaps this is a vintage wooden handle
It looks like it attaches to something else.
Not sure why there's a screw...but perhaps it was a butter mold.
If this is a handmade gadget, it is certainly well-made and most likely patterned after a then used tool - whether kitchen or otherwise.
Post your pictures on Reddit and I feel sure someone will provide an answer.
Perhaps it is a bottle opener. I think that the diameter is suitable to insert a bottle cap there and the cap will catch on the screw.
