Any ideas? I saw him and loved it, but wonder if it's from the 50s...or 70s, or after? Has a marking on the bottom, looks like numbers, but hard to make out.

I dont think these markings are enough to answer your question.
The numbers aren't clear. You might find the figurine on ebay or etsy:

I couldn't find anything resembling your cat when I searched. It's such a pretty figurine too. The lack of any manufacturer markings means that it was probably not sold as a collectible, just a home or garden decoration. The glossy finish is another clue that it isn't a more modern piece or intended for collectors. I would guess that it is from the late 50s or early 60s, from the stylized painted stripes and glossy finish.
Make sure you checked around the base as sometimes they would paint or emboss a manufacturer's information near the bottom of the figurine. I can't see the back so I can't tell if there is anything there. It reminds me of the little animals that would come in Red Rose tea, but larger. Those are made by Wade Ceramics but they didn't seem to make any bigger versions.
I would take it to your local antique store to see if they have any advice for you regarding the age or value. Please let us know if you find anything out.
