Identifying Flying Insects?

I need to know what this is. I was told it was a white fly, but I do not see them on my plants. They are wall to wall on my outside porch and porch ceiling and screen around another porch. They do not bite. I have sprayed bug spray and Bifen, but they are still swarming.
