I have cleaned these multiple times, but they still come back. What are these and how can I get rid of them? They are usually found outside the house.

This is a spider nest, you can apply any household insect spray to control this. Spiders will always find another spot. Spray your concerned areas. They are always away from the elements and underneath dry places to hatch there nest!
Are you in the US? I would have your local home extension office take a look at this. To me it looks like mold. If it keeps coming back in the exact same spot, that may be what you are dealing with. There are other creatures that eat mold so you may have a whole little ecosystem going on here.

I am from Australia. It doesnt come back in the exact same spot however it is always outside the house in high areas such ceilings or high up on the walls.
If it is not mold, it could be Mud Dauber wasps. Your department of agriculture should be able to help verify. Post back what you learn! Hope it is an easy solution for permanent removal!
These look like a small wasp nest that attaches to the wall of houses or on the ceiling. You can clean them out but you may need to get a person out there to spray for wasp around your home.
