I found these small, bright yellow eggs laid on the bark of my outdoor tortoise enclosure after a storm. I just wanted to know what they are and if I should be worried.

It could be ladybug eggs.
I can't get a clear visual of the picture on any of my devices which speaks to the poor quality of my computer/tablet. So sorry.
If you are in the US, ask your home extension office to verify what you have as there are good yellow eggs (ladybugs) and not so good yellow eggs (various beetles or moths that can be destructive).

I am leaning to beetle or moth because lady bugs usually don't lay their eggs in such a visible place or in such quantity (unless you have a swarm or what ever a whole bunch of ladybugs go by these days).

The yellow eggs on bark might be snail or slug eggs.
