I found these eggs on my bottlebrush tree leaves. There are more and more leaves affected. Any ideas what it is?

These are called - Aphid , also known as greenfly and blackfly. They are sap sucking insects. They are destructive in the garden, they weaken flowers and plants, sucking the life away. There are lots of products at your home improvement store that takes care of Aphids without harming flowers, plants, and shrubs. This will save your garden!
These look more like the soybean insects that attach to the back of plants. Normally these eggs are from moth clusters that form on the back of plants. Here is a photo of moth clusters and to me this is what I think you have on the plants.
These look like aphid eggs. You can eliminate them with neem oil, insecticide soap, and horticultural oils.
I must have butterfly eggs stuck in my mind as these still look the same to me as we've seen in the past.
Since these are multiplying I think you should send several pictures to your local Agriculture agency to see exactly what it is. You can also call them.

I normally use Neem Oil mixture on my plants or if none available then I use Dawn with water - 1/4 to 1/3 Dawn to water and spray in morning before sun hits.
