It is some kind of a gnat. If you have many of them, use an insecticide.
I don't see the big wings that gnats have....but the picture blurs...see if it matches this one:
When I blow it up, the blurry one to me looks very much like the hard shelled type bug called a drug store beetle...see this post on Thrifty Fun for more info:
