You need to take your dog to the vet, since this is a change in his skin.
I dont think I have seen anything like this. I would take him to the Vet right away. As he continues to rub and scratch there is a pretty good chance of infection starting.
Poor pup!! It is possible there is a tick there so I would suggest, if you haven't already have the vet check this out as soon as you can.
