This china has been in my family for a long time. I've tried Google image searching both of these images, but can't find anything close to it. I'd like to know the pattern name and year and if it is rare or popular. Thank you!

The age of your china is determined by the mark on the back. Your mark was used in the late 1940s. They used the same symbol in the middle from 1949 to 1950 but under the symbol, it said occupied Japan on it. Yours is not saying this but instead, it is giving the provenance where it was made. This should mean that the china was made somewhere between 1945 to 1948 before they changed it to the occupied Japan symbol on the bottom of the china.
After reviewing all of the similar patterns on Replacements I believe your set is N439 (Replacement's number) as your rim looks silver to me.
Noritake records show this exact back stamp was for china made in 1947 and if a pattern was popular it was continued into other years. This particular pattern - flowers - must have been very popular as it was used on several lines as you can see from the Replacement's site but I do not know how long this particular pattern was made.
It is certainly beautiful so I hope you enjoy using it for many, many years.
I am attaching a link from replacments.com which has several very similar patterns:

I am not sure which one yours is because I can't quite tell if yours has a gold or silver rim or any color in it.
There are a variety of "numbered" patterns which similar flowers--just different borders and rims.
If you can confirm which one yours is by matching yours to the site, I can help you value it.
Or, if Replacements lists a price, that would be RETAIL value. As a reseller, you can reasonably expect to fetch 1/8 to 1/4 of retail if you sell on your own.
Thanks for sharing!! Pretty flowers!!
