It LOOKS like a light-duty double-wheeled adjustable cultivator (not that I've ever seen one) without the blade. Whatever it is, the engineering to permit positioning of the handles and wheels is really interesting and special.
Its an "Adjustable Double Wheel Hand Cultivator". The mechanism between the handles allowed the user to adjust the spacing between the wheels, as well as the depth of digging down into the soil.

I couldn't find anything with # X106. There were several makers of items like this cultivator, but "Planet Jr." and "Missouri Mule by Central Quality Industries" came up the most, of named cultivators. These type of walk-behind cultivators were made in at least the 1850's right through the early 1900's.
Thanks again for all your help... yesterday I found lots of letters n then said...no9 ... that's all I can read now on the side of the wooden handle... I will try again today...to put all the letters together...looks like first letters might spell maybe...
