I found it in Scotland, on high moorland, near the ruins of an old stone lodge from the 1800s. There is a small area by the lodge with cultivation marks, and there's an embankment that looks like used to form an old fishing pond. But it might not have anything to do with either of those things!

Interesting! The two claws might provide a clue. If attached to a larger winching apparatus they could grab and lift rocks or peat bricks?
Thanks for your response! I see what you mean, but the "claws" don't actually go down any lower than they are now, so they wouldn't be able to grab anything. They do lift up a bit, though. My husband said they reminded him of an escape mechanism.
