This looks like it belonged to a drip irrigation system that was used in the fields to water the plants. the unit you see here was part of a larger unit that was used in the fields for irrigation.
These are parts of many of a antique line shaft driven Crankshaft Grinder. This attached to many other parts to shift and drive a large machine grinder used after pulling crops.
Very strange.
Most likely this is only part of whatever the original machine was used for.
Does this belong to you or did you just see it somewhere and just curious? No matter - I'm curious too..
This is a very good subject to put on Reddit as they have a lot of members and frequently post pictures of older farm equipment.
