The image looks a little green but it's actually beige and brown. The missing ear is brown and the same height as the other one. It used to have a tail that was about 2 1/2ish inches long. It's pretty old and I've looked around a lot to try and identify anything but the closest I've come is a Beanie Baby that has the same dog type model and colors.
Other info that could help: the ears were pinned to the head and were manually broken off, the original face was a frown but got broken and was restitched to a smile, it used to have a tag near the tail/where the brown and beige fabric met but over the years, it eventually broke away

This does not look like a beanie baby to me. If the tag is missing you are going to have a hard time identifying it.
You could put an alert on ebay and another one may turn up:

This will be difficult but with your description, someone on one of the forums may be able to help you.
You should post on several forums, as one may be more successful than another.
It is very difficult to identify a vintage toy if there is no tag. There is a great community r/toys www.reddit.com/
You might add photos in this community. Maybe someone in the community can identify your plush dog.
