I am trying to identify these two dolls. I got them together, the are dressed similarly so I believe they are from the same maker. The only markings are the numbers on the back of their necks. They came barefoot. One is 27 inches tall the other is 24 inches tall.

Unfortunately, unless they come with a box or certificate, it is basically impossible to identify dolls. Maybe someone with an encyclopedic knowledge of these mass produced porcelain dolls from the 80's on could recognize the face style and clothes, but when you consider the ungodly quantity of these dolls that have flooded the market, and how many of these copy the styles of each other, I'm not sure you would be able to reach a conclusive answer.
Sometimes you can't even find out much about a specific brand of doll. Earlier I spent an incredible amount of time looking for the manufacturer who creates the wildly popular and diverse GoldenVale dolls, and could find nothing. It is the nature of porcelain doll market.

A lot of dolls like this were sold back in the 80s or 90s and novelty dolls and they are so hard to identify. I think they did come with some sort of tag that was attached to the arm of the doll that gave the name of the doll. I have tried to do a reverse image search to see if anyone is listing one of these dolls for sale and I am not able to find anything at all.
