Does anyone know what the heck these bugs are? They seem to love window sills. They have a hard shell.

From the pattern I would say they are carpet beetles. Vacuum thoroughly, throw away the bag and get an exterminator.
These look like carpet beetles.
Maybe this link will help identify them.

It will take a constant cleaning for several weeks to completely rid your house of these pests and then a recheck periodically to make sure they have not returned.
Here is a good site (Bob Villa) that has several methods that have proved successful to go along with regular cleanings.

It is also helpful to go around the window and if if there is a door nearby and increase/improve upon the calking/sealing/whatever is being used on that particular outside to inside seal and upgrade it.
If you have a local hardware store (the big box stores, not so much) are often really helpful if you show them photos of the area, they can recommend the best way to make it sealed without making it ugly...if you know what I mean. Clean, sealed and attractive. That is the first and best line of defense against having critters like these bad boy bugs coming in unannounced.
Except for ants (which in my area are almost impossible to keep out now matter what you do), once we got good windows and had them calked and sealed, our bug population decreased almost to 0. It makes a huge difference!!
Hope this helps you with your challenges. Best wishes and all blessings for you!
