I would like to id these swarms that are in my backyard. They seem to hover or swarm in one spot. I also see them in other back yards next door. I'm located in Philadelphia, Pennsylvania. Does anybody know and how to stop them?

I dont see a picture. You can do the following.
Step 1
Put the bugs in a sealed plastic bag and take to a store that sells pesticides. They will help you identify it and buy the right product.
Step 2
Do the same and take the bag to any local garden center.
Step 3
Upload a picture to your nearest cooperative extension center
I am in Pittsburgh and today was warm and we had these huge swarms of flying critters also. I found this and ours look like them. Some kind of flying ant:
We watched them in the back yard for 10 minutes, only to go out front to walk the dog and they had gathered in the driveway. Ugh. Awful, but various websites say they are harmless. Just ick!!!
