I keep finding these little tiny black bugs in my cat's water dish and the bathroom, can anyone tell me what I am dealing with?

Are they alive? Keep them in a closed jar, and see if they ever mature into adult mosquitoes. They could be mosquito larvae.
Could they be grain or rice weevil Sitophilus granarius or Sitophilus oryzae. I would need a picture of them.
Tiny bugs that love moisture/water are pretty common where any type of bags of food are stored.
Step 1
Check any/all bags of cat food/dog food/bird seed for grain or rice weevils as this is where most of these bugs come from.
Step 2
They can also be in any kind of cereal boxes/bags so check in your kitchen also. They love box mixes and rice packages also.
Step 3
Whatever you find infected with any bugs will have to be discarded unless you can put it in the freezer for a day or so.
Most of this type of weevils are already in your product when you bring it home so always try to put this kind of stuff in sealable containers.
