Identifying Tiny Black Jumping Bugs?

What house bugs are tiny black ones without wings? They jump like fleas, but do not bite. As I'm allergic to fleas, my house is spotless, but damp as we live by the sea. The weather is humid. They go on the carpet and clothes.

Please help as it's making me so paranoid. I've de-fleaed, steam cleaned, Hoovered, and boil washed everything, but they're still there, mainly on the front room carpet near rug. What could it be?
