The toy was made in Europe. The CE means it complies with European health, safety and environmental standards. It could be any number of manufacturers.
He is very cute, but I do not recognize him so I can only offer advice on trying to find someone who knows more about vintage plush toys.
There are several sites that help people identify and locate vintage toys but they usually like to know why someone is trying to find this particular toy.
You will have to join the sites before asking your questions but it is free and no problem that I've ever heard.

The CE Mark ("Conformite Europeenne") is used since 1993. So your toy was made after 1993.
The CE Mark is a conformity mark that the product meet all the relevant consumer safety, health or environmental requirements of the European Directive, but this mark does not mean that the toy was made in Europe, for example, here is a Dakin tag with the CE Mark www.worthpoint.com/
On one side of the tag is written first in English, then in Spanish, French, German:
"conforme à EN71"
According to European countries, EN71 is the European standard toy safety testing.
"Attention, please remove all labels before giving this toy to your child."
On the other side of the tag it says:
