I have a 4" bisque baby doll. On the back of its neck is 03A. On the back is has back 03X. She has red hair, is wearing a mint green dress and bonnet trimmed with lace. She is barefoot. I am wondering who made this baby doll.

The markings you state dont seem to be markings of a rare or expensive doll. It is very pretty, but I cant identify it with the information provided.
She is an interesting doll. Sadly the numbers and letters don't ring a bell with me and neither does the face. However, the painted lashes may mean she is not a run of the mill doll.
Can you confirm she is bisque (rough feel) not porcelain (smooth feel)? Bisque dolls are usually older.
What is the hair made of (real or synthetic)? It looks like she may have had a bad hair cut? Are the ends rough?
What is her body made of (is it stuffed with cotton or sawdust or something else? Are her arms and legs movable or fixed. Are there any tags on the clothing? To me the clothing looks newer than the doll (too clean and it looks machine made).
I will keep looking for who she is and a value once I have a little bit more info! Thanks for sharing her!! She is interesting!
She has silk lashes. Made her hair bad by looking for a mark. She is vintage with a cotton body. Her eyes are glass and fixed. I am washing her pink with white polka dot sleeper which has lace trim and a teddy bear sewn onto the chest area.
I have exhausted my sources and come up empty. I thought she was a Jumeaus, but I can't find evidence of them making a 4 inch doll and their bodies are usually composition materials--I am still collecting resources so I can't rule it out, I just can't confirm it. Her eyes look like their dolly's.
There are Facebook groups that have many more resources than I do. You can ask to join:
Antique Identification And Values, Unabridged Group
or
doll & toy identification help
They have a lot of knowledgeable people there and are very kind.
Just a word of warning, the latter group will NOT value anything.
Please post back what you learn so I can add her identification to my resources in case I ever see one again. I am good with many dolls, but I am only a few years in to my re-learning all of what I forgot when I first started being a doll fan.
With thanks and blessings!! Can't wait to learn more!!
