I was wondering if anyone would be able to give me some ideas as to what this black lump could be. It is growing on a German Shepherd's right front leg and seems to be painful if touched.

The dog's lump could be a wart. However, the area around this lump looks red. This bothers me a great deal. I believe whatever it is, it's infected and irritated.
Unfortunately, nobody here is a vet and we can't diagnose the dog from a photo. There are other reasons for this lump such as a histiocytoma or a mast cell tumor. I would personally suggest that you take the dog to the vet to look at this. The red area around the lump concerns me. Normally read around a wound like this indicates some sort of infection.
For your dog's health and safety, I would recommend you take the dog to the vet to have this looked at. I personally don't think you can treat this yourself at home because of the red area around the lump.
Was the lump really soft? What was the outcome?
This could be as simple as an irritation or as serious as a malignancy. When in doubt, especially if there is pain involved, see the vet.

It could be an allergy something he came in contact with outside.

I would treat it by washing three times a day.
Step 3
Put polysporin on it.
Step 4
Watch it for about a week and if it does not go away see a vet.
It looks like a mole but I would have your vet take a look at it.
